Changes in annual leave and compensation hours starting 31 December 2019

New Dutch legislation on the position of civil servants (Wet Normalisering Rechtspositie Ambtenaren - WNRA) means there has been a change in the University's regulations for accrual and taking of leave time. The overall annual leave entitlement remains unchanged: 232 hours per year for a full-time appointment (38-hour work week).

The Dutch University Collective Labour Agreement (CAO NU) will be changed to comply with the new expiry and limitation regulations for leave time in the Dutch Civil Code. The changes will become effective on 31 December 2019. As of next calendar year, the following changes will apply:

  1. Compensation hours, accrued based on the flexible hours option (96 hours for a full-time appointment) will expire on 31 December of each year.
  2. Extra-statutory annual leave (80 hours for a full-time appointment) will expire 5 years after the year of accrual.
  3. Statutory annual leave (152 hours for a full-time appointment) will expire on 1 July of the following calendar year.

Leave 2018 and 2019

The new regulations of the CAO NU also apply to leave hours left over from 2018 as it was permitted to transfer those to 2019 under the current regulations. Changes for leave hours accrued in 2018 and 2019:

  1. Compensation hours for 2018 and 2019 will expire on 31 December 2019.
  2. Extra-statutory annual leave accrued in 2018 will not expire at the end of 2019. The same applies to extra-statutory annual leave accrued in 2019.
  3. Statutory annual leave accrued in 2018 will expire on 31 December 2019. Statutory annual leave accrued in 2019 has to be taken in full before 1 July 2020.

From 1 January 2020 the different types of leave hours will be visible in Self Service, the system will be programmed to use those leave hours that are due to expire first when handling a leave request. The remaining extra-statutory and statutory leave hours from 2018 and 2019 will also be taken into account.

Self Service will be closed during the obligatory holidays: Make sure to fill in your leave requests before 24 December!

During the Christmas holiday Self Service will be reconfigured to make the necessary adjustments to the system. As a result the leave module in Self Service will be closed from 24 December.

Please note: If you have not filed a request in Self Service before 24 December 2019,  your remaining extra-statutory annual leave and compensation hours for the year 2019 will expire at the end of this year in accordance with the Holiday Procedure. Please make sure to file all your leave requests for 2019 before Christmas!
