Travel allowance through terms of employment individual choices model cancelled
As we have mainly been working from home since mid-March 2020, the Tax and Customs Administration has decided to limit its allowances for travelling to work. As of 22 September 2020, you will no longer be able to use the kilometre allowance from the Terms of Employment Individual Choices Model. This is with the exception of staff on pay scale six or lower. The measure will apply up to and including 31 December 2020.
There are two travel allowances:
- The fixed commuting allowance based on the Regulations on the Commuting Allowance. This will remain unchanged, regardless whether you have actually incurred expenses. You will see some changes on your pay slip, but these will not affect your financial situation.
- The additional kilometre allowance from the Terms of Employment Individual Choices Model. From 22 September, the Tax and Customs Administration will no longer permit you to use this allowance. If we were to continue to apply this allowance at our own expense, this would have major financial consequences for the University and would require significant administration. In consultation with the unions, we have therefore decided to stop this regulation.
If you have applied for the kilometre allowance before 22 September, you will still receive this for the period up to that date.
If you travel to work with public transport, you may, under certain circumstances, be able to deduct a fixed sum for travel expenses from your income in your tax return. Read more about this on the Tax and Customs Administration website (in Dutch).
Staff members on pay scale six or below
If you are on pay scale six or below and meet the conditions for the additional kilometre allowance in the Terms of Employment Individual Choices Model, you may still be eligible. Please contact the PSSC Service Point and they will submit an application for you.
Travel allowances in 2021
It is not yet clear how the Tax and Customs Administration will resume its allowances for travelling to work in 2021. We will inform you once we know more.
