High-Level panel discussion on the occasion of the signing ceremony of the memorandum of understanding between the NATO Civil-Military Cooperation Centre of Excellence (CCOE) and the Institute of Security and Global Affairs (ISGA), Faculty of Governance and Global Affairs (FGGA), Leiden University.
About this Event
Cooperation between military and civilian actors has emerged as one of the most important aspects of comprehensive approaches to conflicts, military crisis management and collective defence. Russia’s invasion of Ukraine and the ongoing conflict have in particular underlined that in a war where civilian infrastructure and civilian populations are the prime target, civil-military cooperation and coordination is key. But even beyond the current conflict, Civil-Military Cooperation approaches have been central for effective responses to the main security challenges of misinformation and disinformation, climate change and environmental security, societal and cyber resilience, comprehensive responses to hybrid threats and the effective protection of civilians – to name just a few areas.
In order to advance mutually beneficial exchanges and cooperation at the intersection of research and practice, the Institute of Security and Global Affairs/Faculty of Governance and Global Affairs at Leiden University and the NATO Civil-Military Cooperation Centre of excellence have agreed to establish extensive cooperation in the frame-work of a Memorandum of Understanding. At the occasion of the official signing of the MoU, this event will also explore different perspectives on NATO’s role in European and Global Security in the context of civil-military cooperation approaches.
