Home-working allowance
If your work allows it, you can work partly from home and partly from a university location. How exactly this combination looks for you depends on your own work and that of your team.
You will receive a home-working allowance, which consists of two components: €2 per home-working day and €25 per month of internet allowance.
From 1 November 2024, we have a new mobility policy that encourages sustainable commuting. You can keep track of your trips and allowances in the Shuttel app. The new mobility policy also has consequences for the reimbursement of your business trips in the Netherlands, your internet allowance, and the kilometre allowance via the Terms of Employment Individual Choices Model.
Use Shuttel for your home-working allowance
To receive this allowance, it is important that you register your home-working day in Shuttel no later than on the last day of the following month. This can be done via the app or My Shuttel (for desktop and laptop). In the Shuttel Quick Guide, you can read step by step how to do this.

What you need to know about working from home
Make agreements with your manager
Working from home is not a legal right and not all jobs are suitable for working from home. If you want to work partly from home, discuss your wishes and the available options with your manager. Together, you make clear arrangements about the facilities, the time you spend working from home or at the office, and how you work together. Employees who can work from home at least one day a week:
- Have a job that allows them to work from home, and
- Spend at least 40% of their working hours at the office.
Register on time in Shuttel
Every month, you fill in your home-working days and commuting days in Shuttel. If you fail to register your home-working days, you will not receive a home-working allowance. Register your home-working day no later than on the last day of the following month. If you enter your home-working days in Shuttel before the end of the month, your home-working allowance will be paid out in the following month. This does not require the approval of your manager. You will be reimbursed for the days you actually work from home and that you register.
Changes in allowance
The way the home-working allowance is currently structured is subject to potential fiscal changes.
Questions and conditions
- You are not eligible for a home-working allowance if you have not registered the day in question in Shuttel. To receive the allowance, it is important that you register your home-working days in Shuttel no later than on the last day of the following month.
- You cannot receive both a commuting allowance and a home-working allowance for the same day. If you work both at home and on location on one and the same day, you will only receive one of the two allowances. Please, make sure you indicate in Shuttel whether the day in question is a home-working or a commuting day.
- On-call staff (through JobMotion or not), student assistants, students on a placement, freelancers, PhD scholarship students without an employment contract, and students are not eligible for a home-working allowance and internet allowance.
You can fill in your commuting and home-working days in Shuttel. If you fail to register these days, you will not receive an allowance. No approval is required for this registration. You can find more information about the commuting allowance here.
If you register a home-working day, you will automatically also receive an internet allowance. If you do not register a home-working day, you will not receive an internet allowance.
In principle your place of employment is Leiden and/or The Hague, and you live and work in the Netherlands. If other arrangements have been made with you and you live outside the Netherlands, the home-working allowance regulations and registration in Shuttel also apply to you. You must agree with your manager the number of home-working days and the number of days you work on location.
Note: Your claims must correspond to the agreements you made with your manager about being allowed to work from home in your country of residence.
