This talk traces the opportunities and constraints that shaped Russian military reform from 2008 to 2022, and argues that the resulting force was optimised for elite control as much as for warfighting. It then turns to the domestic consequences, presenting findings from a three-wave survey experiment on how Russians respond to endorsement and dissent from military and diplomatic elites across six foreign and defence policy issues, from peace talks with Ukraine to tactical nuclear employment. The results have direct implications for European deterrence signalling and expectations on negotiations.
About the speaker
Dr. Kirill Shamiev works as an analyst at Swedish Institute of International Affairs and a non-resident researcher at Vilnius University's Institute of International Relations and Political Science. Previously, he worked as policy fellow at the European Council on Foreign Relations and a public sector consultant at Verian Group. He has a PhD in Political Science from Central European University. Dr Shamiev specializes in civil-military relations, security sector reforms, and Russian affairs. His personal website:
