About the lecture

Dr. S.J.G. (Sebastian) Reyn, the deputy director of the Dutch Military Intelligence and Security Service (MIVD), will give a lecture on the ‘grey zone’. Dr. Reyn will talk about the twilight zone between war and positive peace, also known as negative peace, and the role of the MIVD in it. He will focus on the security issues and dilemmas that the current security context poses for the Netherlands, including the cyber domain and themes such as strategic competition, technological leadership and economic security ('promote and protect’) and the role of the MIVD.

Before starting in his current role as deputy director of the MIVD in 2019, Sebastian Reyn served as Director of Strategy, Policy Planning and Innovation Director of Strategy, Policy Planning and Innovation at the Dutch MOD, and was in charge of establishing and leading the new Joint Sigint Cyber Unit of the Defence Intelligence and Security Service (DISS) and the General Intelligence and Security Service (GISS).

Dr.Reyn studied History and International Relations at Leiden University, University of Texas and Johns Hopkins University. He received his PhD from Leiden University in 2007.
